A percentage has no useful meaning by itself. The method always holds two things in opposition:
The selected percentage describes desired coverage of that explicit completion contract. It does not describe model confidence or measured quality.
At an 85% target, the primary intelligence is not instructed to be vaguely “mostly finished.” It is instructed to cover approximately 85% of the named completion contract and turn the remaining 15% into consequential questions. The gap therefore becomes a bounded artifact rather than a cloud of unknowns.
An early draft below this band often leaves too much structure unresolved for the user or an independent reviewer to evaluate coherently. A first pass pushed too close to 100% encourages the model to fill consequential gaps with plausible defaults and conceal where authorship was lost.
The 80–90% band is not a measured optimum. It is the founder's reported practical default:
The instrument permits 60–99% because different projects and stages need different closure budgets. Every value still requires an opposing target and a named gap.
The primary intelligence holds the conversation, prior decisions, taste, constraints, rejected directions, project vocabulary, and intended outcome. It owns the canonical working specification for the session. Its job is to preserve intent while converting unresolved information into explicit questions and later integrating accepted answers.
The second intelligence receives the current specification and the questions needed to close it. It does not need the full conversation history. Its distance is useful:
Independence here means context separation, not necessarily a different vendor or model family. A different model may increase diversity, but the protocol does not require it.
Answers close named gaps. Critique questions the frame itself. If these are blended, the workflow loses track of whether a change came from the user's completion contract or from the independent reviewer's attempt to redefine it.

The central sequencing rule is:
answers → SPEC-100 → reveal critique → adjudicate critique
The primary intelligence must complete the baseline specification from the answers before it consults the critique. This is a deliberate information boundary.
If the critique is introduced first, the cold-start reviewer can move the target before the memory-rich primary intelligence finishes the project the user actually described. A strong critique may still improve the project, but it should act on a completed baseline, not silently become the baseline.
In a strict implementation, CRITIQUE.md is withheld until SPEC-100.md exists. In an ordinary chat interface, the files may be attached together while the user explicitly orders the primary intelligence to complete answer-based closure first. The first form is stronger; the second is the founder-tested low-friction practice.
The independent critic is not a replacement authority. The primary intelligence sees more of the project and applies the critique as it sees fit. It records each item as:

The final 1% is not cosmetic polish. It represents authority. Only the human can accept the result, request named revisions, or reopen the completion contract.
The browser instrument does not call ChatGPT, Claude, or another model. It does not upload project files. It visualizes the protocol as a deterministic state machine:

The protocol is not “use two AIs.” Its distinct contribution is the ordered composition:

The arrangement gives the user a genuine friction choice. They can supply the last 10–20% in their own language or let another intelligence answer it. Either way, the gap is visible, the critique remains external, and the original project memory governs integration.
